The rev limiters keep the engine from revving when you are in reverse or the PB is on. A common failure in one of these circuits will cause the limiter to be on all the time. This causes the engine to sputter when you barely get on the throttle but has NO effect on starting or idle.
This is NOT your issue. You can't even start your bike. My bet's on the boots.
