Installation of G-force extended axle...help?

I am installing my new axle and rear axle bearings. The axle is in and the left side spacer and c-clip are installed. I am having a problem with the 3 piece lock nut and c-clip though. Should both c-clips be the same size? Because the one on the left fit on the axle, the one on the right is 1/4 inch larger in diameter though and I cant seem to make it fit on the axle inside of the lock nut though.
