Body Armor Fitment

I am new to the sport so please forgive my seemingly obvious questions....Haha

I have been shopping for body armor/chest protectors and found a couple that I really like.

I understand that the armor is worn close to the body over a jersey to prevent chafing from the adjustable straps especially around the arms. This makes complete sense and works for fair weather riding.

When riding in foul weather with a warm weather proof coat, is the armor worn underneath the coat or outside the coat?

Seems to me like it would be worn underneath the coat so fitment would always be correct.
If this is the case, how oversize do you typically go to ensure the coat fits over the armor comfortably?

Please advise.
