Probably a government mandated safety thing. The government keeps creeping into our life more and more. Too bad it leaves that big chunk metal when you remove it.

Yes you, put a bar from an 18 or earlier on it, or get a cut off wheel out and chop them off, then grind smooth and repaint.
Personally I left them alone and pretty much forgot about them after taking the reflectors off.
