Rear brake master cylinder rebuild problem

Hello
My rear brake stop bleed oil so I rebuild the master cylinder now..its bleed oil and I release the air but its still doesnt do anything to the caliper
Its doesnt "close" the brake pads on the disc
The brake pedal wont go hard after I release air
I try to open the caliper and clean it still doesnt work
Any idea ?

Sounds like the caliper is seized.
