It allows air into the exhaust to help with emmisions. That air makes a popping sound from the exhaust on deceleration.
It is a personal choice to remove it, and it is not effecting performance.

As stated it allows filtered air to enter the exhaust for emission reasons. It can cause issues, more so on modified engines; fresh air right next to hot exhaust valves with possibility of entering chamber.
Not technically necessary for most people. The block off plate isn’t required to eliminate the ais system either, just makes for a cleaner end result.
