In a pinch, use a short, flat blade screw driver tip for a drill/driver held with a pair of needle nose pliers... you can only get about 1/8 turn at a time, but it still beats pulling the carbs.
I used to use a 1/4" box end ratcheting wrench with the falt blade screwdriver bit and some dum dum to hold the bit in place. The 1/4" wrench fits those screwdriver bits perfectly.
