Ok took the tensioner off. Set marks on stator cover. If I go past it I see the rockers move the springs up and down. But on the tdc mark I’m not able to slide a feeler if I’m suppose tooYes, do the tensioner. Check for TDC on both flywheel and valves (valves will be under NO rocker tension - but intake will just have closed.- rock back and forth and watch the intake just start to compress then release)... Rockers will be UP - not touching valve stems - this is the same place where you go to adjust valve clearance - that's where you want to be with the I in the window.
If inconclusive: pull tensioner, pull head cover, verify and/or fix timing, re-install cover, reset and install tensioner w/o center spring and bolt, install spring and bolt.
I have a sparE I’m using. If you don't have a test light to check for spark, just buy a new spark plug.
For that matter, most any plug should fire if it fits the cap(doesnt need to fit cylinder head), if you have a good plug in a mower or anything else you can rob.
