How high is the higher rpms................
What do you mean by bogging out, check the fuel filter first, easy to do, remove the fuel line from the petcock and place a container under it, turn the tap on and it should come out full stream, if not remove the gas cap first and see if there is a change, if so, it could be the cap is plugged, if it doesnt full stream with or with out the cap, most likely it is your filter located above the petcock.............:)

Or, the float valve passage is partially plugged with varnish, preventing the bowl level from keeping up with fuel demand at high RPM. Does your carb drip any fuel out the overflow?
