When i ride my 2011 700 SE after about 40mph my front wheels wobble slightly as i am riding. I dont know if this is normal?

You may have a bad tie rod end or bearing. I would start shaking the front and see what's loose and if everything seams tight just go around and check all the connections. Is it really bad or just noticeable?

Both front wheels do it not just one. Its noticeable, quite bad i would say. BUT, it doesnt feel as if it will make me go out of control. Its wierd.

Check your ball joints and tie rod ends if the wheels ain't bent. If its high speeds these tires ain't balanced for high speeds. I'd check everything up front.

have u hit anything? when u say "when u ride" it how long does it sit?

Could be flat spots if it sits long if not radials. But if riding long time it should come out the tire or over inflate them and flat spot should pop out then go back to normal psi.
